Quebec Gold Color Enameled La Porte St Louis 5" Souvenir Spoon Czechoslovakia

This listing is for a vintage enameled Quebec Shield Canadian Icon on the top and in the bowl of the spoon, there is a horse and buggy, which is marked La Porte St-Louis 5" gold colored Souvenir spoon. I do not know what the metal is made out of. It could be gold plated over Sterling Silver, Nickel silver or over silver plate, but I really don't know for certain as to which one the spoon is made out of. The spoon is in excellent condition, except for some surface scratches on the back.
