Lionel Prewar O Gauge Big 255E Steam Locomotive & Tender 263WX

LET ME START BY SAYING I AM NOT A TRAIN COLLECTOR AND I DO NOT HAVE THE SUPPLIES TO TEST THE LOCOMOTIVE AND TENDER ON A FULL TRACK. I purchased these Lionel train items at an estate sale here in PA. THIS AUCTION IS FOR A LIONEL PREWAR 0 GAUGE BIG 255E STEAM LOCOMOTIVE AND TENDER 263WX.
I will describe and picture the train items as best as I can. The Lionel steam locomotive is good but played with condition. It looks to be mostly complete with some minor paint loss. I placed the engine on one section of track with wires attached and put a low voltage power supply to the track and the lights function and I did feel some light pull on the locomotive. The Lionel tender is in used condition and has a hand rail post guide (on top) missing. The tender also has a black wire with some black tape wrapped around the wire. I placed the tender on the one and only section of track I have with wires attached and put a low voltage power supply to the wires and did not get any response to the tender. I do not know if I need a higher voltage supply or the tender is not functioning. I would also think that a good cleaning and a full track set and proper supply might help in operation of these train cars. Unfortunately, I do not have any history of the set and is being Sold AS-IS.
Included in the auction are the original boxes for both pieces.
The boxes are bit rough.
