This is a Lang and Wise Collector Mugs - Coffee Cup / Mug.  It portrays an original painting by Ellen Stouffer.  As do all Lang and Wife Collector Mugs this has an item inside the cup.  This picture inside is of two cute little penguins. The painting portrayed is on both sides.  It shows Noah's Ark with the animals at the windows.  It shows marine life in the water.
